"Heads of Regulations for Chinese Emigrant Ships
1. The regulations to apply to all Ships taking Chinese emigrants from Hongkong and to all British Ships taking such Emigrants from any Chinese Port.
II. The Governor of Hong Kong to declare for the purposes of these Regulations the length of the voyage from any Port in China to any Port to which Emigrants may be carried.
III. No Emigrant Ship to leave Port without a clearing Certificate from the British Emigration Officer under pain of forfeiture."
